MOBILE HOME
Mobile homes are a category of houses that are usually classified as prefabricated, but are not particularly related to the more traditional prefabricated houses. It is an option that in Greece is still chosen only for specific cases, such as in the placement on plots of land and plots of land outside the city plan. But abroad it is a much more widespread solution.
So what exactly is the mobile homes? As their name suggests, houses on wheels are villas i.e. dwellings on wheels and are often referred to as “mobile homes”. However, being on wheels does not mean that it is a type of caravan used for travel, nor is it certainly a means of transport. On the contrary, it is a solution for a stable and permanent residence, and as already mentioned, it combines important advantages, which in some cases make it the ideal and most convenient choice for a person’s accommodation.
The mobile home is also a wheeled structure which is governed by all the laws and regulations of the Ministry of Transport on trailers. That is where it is subject to and controlled by. It has its own plate number. But under no circumstances is it classified as a house and cannot be legally energized or watered, even if photovoltaic panels are installed instead of electricity from the utility company.

Under what conditions can I legally place a caravan or a mobile home on my plot?
It is permissible to temporarily place a caravan that has a valid registration permit from the Ministry of Transport, carries a registration number and is towed by a private car. The caravan may be placed on privately owned land, as long as it is not designated as an archaeological site, coast, beach or woodland. In accordance with the Ministry of the Environment’s Decree No. 27860/4450/34/23-3-88 on “Installation of a Caravan – Mobile home“. Caravans that are not circulating vehicles and trailers of passenger cars with a registration number of the Ministry of Transport, if they fall into the category described by paragraph 17 of Art. 2 of GOK/85, i.e. they are converted into installations with a permanent dependence on the environment in which they are installed and are permanently connected to it (e.g. fixed connection to the ground, construction of a cesspool, connection to networks) or serve for the stay of people or animals, performance of work or exercise of a profession, storage or placement of things, machinery, etc., before they are installed on land or plots of land, they must have the permission of the authority responsible for issuing building permits, which shall consider them in accordance with the planning regulations in force.
Can I consider the wheeled mobile home as a caravan and put it on my plot without permission, without connecting it to a septic tank, PPC, etc.?
The term “wheeled mobile home or caravan” does not exist in planning legislation. A wheeled mobile home is also a wheeled structure which is governed by all the laws and regulations of the Ministry of Transportation regarding trailers. That is where it is subject to and controlled by. But in no way is it classified as a house and cannot be legally electrified or watered, even if photovoltaic panels are installed instead of being connected to the PPC.
